The City of Oneonta has announced the appointment of Judy Pangman to the role of Director of Community Development. Judy comes to the City with many years as a project manager and senior planner for a local civil engineering consulting firm, where she was instrumental in the development and management of infrastructure projects for communities throughout the region, from small ventures to multi-million dollar projects. Judy has extensive experience in grant administration for state and federal funding programs, which will be a great asset to the City of Oneonta. Additionally, Judy and her husband own and operate a large grass-fed beef farm in Carlisle, New York. With nearly twenty years of experience marketing all of the farm’s products in the largest farmers markets in the region, Judy brings a wealth of experience in sustainable agriculture and the local food movement.

“I’m looking forward to continuing and enhancing the work the City has already done,” said Pangman. “Even in the absence of a director, I find that the City has been consistently and extremely proactive in seeking out sources to fund various projects, and I hope to both continue and supplement that work.”

In her new role, Judy plans on being responsive to the needs and ideas of City residents, business owners and organizations. She will work to build capacity for sustainable programs that help residents prosper, help implement the Craft Food and Beverage Innovation District as plans are finalized and projects are developed, and continue the City’s many initiatives to create jobs, provide safe and affordable housing, maintain and improve City infrastructure, and
strengthen the downtown area.

Of Pangman’s appointment, Mayor Gary Herzig said, “Judy’s wealth of experience, coupled with her vast industry knowledge, makes her an important addition to the City of Oneonta. I view her appointment as a sign of the City’s commitment to the community. We are very fortunate to have found someone with Judy’s work experience and talent to fulfill this key role.”

Pangman was appointed temporarily in October, pending a review of Civil Service requirements. Her permanent appointment is set to be confirmed by the Common Council at their regular business meeting on Tuesday, December 6th at 7pm.
