A Schoharie man has been sentenced to 18 months in prison for defrauding the federal government after Hurricane Irene. Scott Clapper Jr. pleaded guilty in federal court in January to making false statements and submitting false documents to FEMA following Hurricane Irene, which struck New York in August 2011. Clapper received $16,426 from the Federal Emergency Management Agency. He’ll pay full restitution and a fine, plus three more years of supervised release.
