Data Control Group plans to make a $2.8 million investment in Hancock for the development of a call center and back office operation. This project is projected to result in the creation of 400 new full-time jobs over the next two years.

Delaware County has received a grant from the New York State Office of Community Renewal in support of its efforts to attract Data Control Group LLC to Hancock.

James Eisel, Chairman of the Delaware County Board of Supervisors, stated “Data Control Group will be locating in the Town of Hancock bringing with it the possibility of 400 new full-time jobs. The economic impacts for the Town of Hancock and Delaware County are huge. Delaware County welcomes DCG and stands ready to assist and to encourage industry and job development opportunity which leads to important community development”.

Hancock Supervisor Sam Rowe: “This is very exciting news for the Town of Hancock. It’s been approximately ten years since Becton Dickenson left their facility in Hancock and the void of not having that employment base had a very negative impact on our community and small businesses. Bringing these jobs to Hancock is so very important to the fiber of our community and surrounding area, it’s very difficult to put into words. This is a new beginning for our area and we are anxious to begin the revitalization”.

Supervisor Rowe added, “Our elected officials were also very busy making sure this venture got the attention it deserved. Our gratitude is extended to Governor Andrew Cuomo, Congressman Chris Gibson, Senator Charles Schumer, Assemblyman Clifford Crouch, and Senator Thomas Libous.”

Qualfon, a privately held corporation, is a global business process outsourcing (BPO) provider with a full suite of contact center and back-office services who, due to the increasing demand for U.S. based customer service and data support operations, acquired Data Control Group in February of this year.

Beyond the creation of 400 new jobs, DCG plans to provide comprehensive in-house and educational training to all employees to ensure that local residents with a high school diploma or equivalency degree will qualify for the majority of the jobs to be created. Additionally, Data Control Group will offer all employees health insurance benefits, including vision and dental, 401k options and potentially even financial assistance with child care.

The financial assistance being made available through the Office of Community Renewal will enable the County to provide DCG with a grant of up to $600,000 for a portion of the costs associated with purchasing and installing furniture, fixtures and equipment in the newly renovated facility, as well as working capital. The funds will be provided to Data Control Group in the form of a reimbursement grant which will enable the County to ensure that the project is proceeding as proposed and meeting the projected job creation goals.

DCG will also work with the Chenango-Delaware-Otsego Workforce Investment Board to ensure the company is successful in locating the labor resources it requires. In an effort to facilitate the recruitment and hiring process, CDO has agreed to work with DCG to help them in the process of identifying, recruiting and training of employees.

James Thomson, Chairman of the Delaware County Industrial Development Agency, whose Agency will oversee the project and administration of the financial assistance stated, “Congressman Gibson’s office provided critical support in the County’s efforts to put an incentive package together to attract DCG to the area”. Thomson added, “This project will help to stimulate new investment within the Village and promote the revitalization of its downtown commercial district. The creation of 400 new full-time jobs, with company provided health insurance benefits, will provide a stable foundation upon which the community can continue to rebuild its economy.”
