Cat declawing is now illegal in New York State. On Monday, Governor Andrew Cuomo signed legislation making the Empire State the first in the country to ban the procedure that involves the removal of all or most of the last bone of each of the toes of the front feet plus other tendons, nerves and ligaments. Violators can be subjected to a civil penalty of as much as $1,000.
